Part A Local impacts of governmental responses KEMEA This part of the deliverable will draw upon literature indexed in T61 and empirical research conducted in T62 in order to analyse the local impacts of topdown governmental responses in the 15 target communities including unintended consequences and tradeoffs that impact vulnerable groups in divergent waysPart B Voluntary and citizenled responses AUTRC This part of the deliverable will draw upon literature indexed in T61 and empirical research conducted in T62 in order to explore bottomup voluntary and citizenled responses in the 15 target communities Specific attention will be paid to emergent organisational structures and procedures representation of vulnerable groups and unintended impacts and tradeoffs
