Roadmap for improvement of rail freight services by better cooperation within the rail sector

In the deliverable an implementation plan is describes, combining the results and lessons learned from previous tasks of WP 3. • Assessment of the optimal business models and governance models for cooperation within the rail sector. • Assessment of the total impact of the measures on the relevant KPIs • Recommendations of policies that may be supported by the EU. • Promotion of the new business model among rail operators and forwarders to introduce new business opportunities to them but also to existing and potential customers of rail freight services to raise awareness for new opportunities for the use of rail freight transport. • Definition of necessary legal and regulatory steps for implementation on EU and national level. • Definition of necessary organisational and operational steps for the implementation by rail operators and rail forwarders. • Overview of most effective business models and governance models for different market segments. • Proposal of an implementation schedule with a planning of different steps in time for the new cooperation models.
