Definition based on maximising the efficiency and effectiveness of transport as well as supporting EU policies, in particular those related to transport, energy and environment. This deliverable will provide the structure for the routemapping activities e.g. defining targets, obstacles, regulatory issues. This Deliverable will contain clear information on what needs to be changed for implementation success, what the target is and who the early enablers and adopters are to be, also the governance of the process required to reach consensus and implement the changes
