Additional Call: List of independent experts for evaluation

As in D3.1, the creation of the list of independent experts involves: Prepare the call for Experts, score the candidates and propose a list of independent experts for the evaluation panel of each call.An Evaluation Panel will be selected, including members from the EU and the rest of the world nominated by the Consortium partners. It may also draw on the resources of the EC Research and Innovation Directorate. The panel will be selected for impartiality, to be free from conflicts and under confidentiality agreements. Selection of the independent experts will be in accordance with relevant Horizon 2020 guidance.They will be in charge of: Stage 2 full proposal phase assessment at transnational level will be carried out by a transnational panel of independent experts appointed by the Executive Board. Each full proposal will be assessed by at least three experts chosen on technical expertise/experience, with due consideration to a geographical spread, gender balance and, where possible drawing on experts from countries other than the lead partner / applicants for the trans-national proposal. The Stage 2 full proposal phase assessment process will also be overseen by a separate independent observer – whose role is to observe the Stage 2 full proposal phase process and to provide a written report on it for the European Commission.
