This deliverable will provide a normalised benchmarking framework to enable the comparative assessment of the integrated solutions applied in the RESPONSE cities (LHs/FCs) on the technical, regulatory and Governance level and the definition of the required information for long- and short-term performance (KPIs) evaluation.
